Teachers' Pay and Conditions of Service Inquiry

Title: Teachers' Pay and Conditions of Service Inquiry

Authors: DE

Abstract: The report was issued in June 2003 and considered the salary and conditions of service for all teachers. Eligible teachers progressed from point 1 to point 2 of the Upper Pay Scale from 1 September 2003, and from point 2 to point 3 from September 2005, following agreement on a Performance Review and Staff Development scheme (PRSD), which commenced in schools in September 2005. The report covers workload/bureaucratic burden issues. The report makes a number of recommendations, which if implemented, would place significant demand upon the education budget. There is, however issues in the report that can be addressed through alternate and innovative ways of working and the former Minister has asked the Teachers' Salaries and Conditions of Service Committee (Schools) to consider what could be progressed, without additional funding, based on the benefits to children. He also stated his commitment to pressing again for additional resources at the earliest opportunity.
